By the time a solicitation posts, the requirement has been discussed in public for months. Vendors who read those discussions arrive with relationships and a shaped understanding of the need. Everyone else arrives with a deadline.
Board agendas and meeting minutes
Agencies debate needs in the open. A line item approving a feasibility study, or minutes noting a system is at end of life, is a procurement announcing itself a year early.
Budget workshops and capital plans
Money appears in a budget before it appears in a solicitation. Capital improvement plans list projects by fiscal year, which tells you not just what is coming but roughly when.
Expiring awards and sole-source notices
Contract end dates are public. So are intents to sole source, which are often an invitation for a capable vendor to raise a hand before the award is locked in.
What to do with an early signal
Introduce yourself, ask what has been hard about the current solution, and offer useful information rather than a pitch. When the RFP drops you are answering a question you already understand.
